Mains practice question
Examine the significance of the Panchayat Advancement Index (PAI) in the context of localizing Sustainable Development Goals (SDGs) in India. Discuss the role of capacity building initiatives like the Revamped Rashtriya Gram Swaraj Abhiyan (RGSA) in strengthening Panchayati Raj Institutions for effective SDG implementation.
Static linkage
The Panchayat Development Index (PDI), now Panchayat Advancement Index (PAI), is linked to the constitutional framework of Panchayati Raj Institutions (PRIs) as established by the 73rd Constitutional Amendment Act, 1992. It also relates to India's commitment to the global Sustainable Development Goals (SDGs) adopted by the UN, specifically the localization of these goals at the grassroots level.
Significance
The PAI serves as a crucial tool for evaluating the effectiveness of Gram Panchayats in achieving SDG targets at the local level. By providing performance scores and identifying gaps, it enables targeted interventions and resource allocation. The framework encourages a competitive spirit among Panchayats, driving improvements in governance and service delivery. The linkage with the Revamped RGSA ensures capacity building, which is essential for strengthening PRIs and empowering them to contribute effectively to national development goals.
